Master in Economics from ITAM, with a long career in the public sector -mainly as an advisor in the Comisión Nacional del Agua y en la Secretaría de Hacienda y Crédito Público- and in the private sector, as Director of MD Consultoría SC, where he has coordinated economic, administrative and legal projects and studies in water matters. During his performance as a public servant, he participated in the elaboration of the Economic Policy Criteria of various years and in the Development of the National Water Programs of three administrations. Likewise, he participated in the development of public policies aimed at achieving the sustainability of basins and aquifers, such as the program of inspection and verification visits, implementation of water banks, and decrees of adherence to irregular users.

He is currently a professor and researcher at EGADE Business School, where he works in financial theory and empirical finance, behavioral economics, the Mexican fixed income market, computer economics, and the adaptation of advanced methods of physics and mathematics to finance. Before joining EGADE, Mr. Torres was a professor in the economics departments of El Colegio de México and the Instituto Tecnológico Autónomo de México. Before his full time academy work, he worked as a quantitative researcher in the economic studies area of Citigroup-Latin America, where he began the formal analysis of the markets for M Bonds and TIIE swaps, and the behavior of institutional investors in this markets. As an M Bond analyst, he was part of Citi's effort that culminated in the inclusion in 2010 of this form of Mexican federal government debt in Citi's World Government Bond Index, which is used as a reference for the administration. of assets worth more than $ 2 trillion. Specialized in the regulations applicable to Hospitals, doctor's offices, clinical laboratories, among others. He has extensive experience in family and couples therapy as well as psychotherapy in both public and private institutions. In the social field, he has collaborated in Programs for the Prevention of Psychosocial Problems and has been a professor at the Mesoamerican University and at the Nationalist University of Mexico and giving workshops in various institutions.

Expert in administrative legal matters with extensive experience in the banking sector. In the public sector, he worked in the National Water Commission as the Infringement Rating Manager, being responsible for imposing sanctions, substantiating and processing administrative procedures and issuing resolutions, among others. In this last position, he established various control and monitoring mechanisms and carried out acts of authority for the benefit of society, such as the closure of highly polluting companies.

He is studying for his Doctorate degree in Geography and the Environment at Macquarie University in Sydney, Australia. He is an expert in the management of economic instruments, characterization of fiscal, financial and market incentives, particularly in hydraulic matters. It is the only consultant that would participate remotely in the project.
